Howard Manor Redevelopment
Mixed Use Multifamily Residential – Washington, DC (2018 – 2020)
Rey co-represented Howard University’s interest in the Value Add redevelopment of the Howard Manor apartment building redevelopment, a mixed-use project located at 654 Girard Ave NW DC, with development partner, Urban Investment Partners (UIP) under a long term ground lease format. The workforce and affording housing redevelopment project consisted of an interior redevelopment of an existing 75 unit, six story tall residential building, with minor exterior refresh.
Rey led the navigation and negotiation of TOPA (Tenant Opportunity to Purchase Act) concerns with existing building occupants, reviewed and approved project pro forma’s, and explored various funding models (including LIHTC, TE debt, and OZ funding sources) to ensure the most efficient capitalization methodology was utilized to deliver the highest value to the University while delivering a substantial volume of workforce and affordable housing units to the market.
