The California State University (CSU) system is the United States largest public University system, comprised of 22 campus serving over 460,000 students. CSU engages in research and creative activities leading to scientific, technical, artistic and social advances, thus playing a vital role in the growth and development of California’s communities and economy.
In 2026, the Office of the Chancellor awarded Sully Development and partners a two year contract to provide expertise and real estate financial advisory and development services to assess the feasibility and viability of real property acquisition or development through public-private or public-public partnerships.
White Oak Foundation
The White Oak Foundation is a not for profit, faith based foundation affiliated with the White Oak Baptist church, charged with managing and developing owned parcels of land within Carey and Apex North Carolina. The Foundation has developed multiple assets, including a 46+ dwelling unit single family rental housing community (White Oak Court, White Oak Villas and White Oak Townhomes), the White Oak Foundation Resource Center, and the Young Scholars Academy of Cary.
Sully Development was engaged in early 2026 to serve as owners representative for an ambitious 60 unit Independent Living senior housing project. The three story, three towered project sits on 6 acres in Cary, NC and is currently in the architectural design phase, with a completed and approved site plan.

Cherry Creek School District
Cherry Creek School District (CCSD) is one of the largest school districts in the state of Colorado, serving more than 53,000 students in eight municipalities in the Denver metro area. In 2025, CCSD sought assistance in conceptualizing a Teacher Residency Campus. This master planned, 12 acre campus includes a 20k GSF academic classroom and office structure for the Aspiring Educators headquarters and 224 units of multifamily workforce housing to support not only Pathways program participants, but also District teachers and workforce broadly.
As a strategic advisor, Sully Development participated in site selection from within the District’s asset portfolio and led the due diligence process and initial architectural concept design process, including conceptual site planning and development feasibility assessment.
